It helps if they have top-notch speed comments to begin with. You will most likely need a very light body (easier that way) and perhaps HGP that's somewhere in or above 65k.
Again, that'll certainly make it easier to achieve that specific comment.
In this case, being competent competitors isn't necessary, so going after the comment is a 'pretty on-paper' thing and doesn't need to involve the heart gene. In fact, trying to gain them both at the same time may make the task incredibly more difficult.

That's the suggestions I have. Another player may have different opinions.
