Breeding Question

This is a little bit of a stupid question, but, I still wanted to ask to be sure.
Does breeding a mare or stallion to its parent change the stats its foal will have? I know I'm probably referring this game too much to real life but I still want to be sure, because I've noticed that a lot of my fillies and colts' born HGPs are lower than they usually are (like from 73,000 to 70,000 in colts). Any information will help!

If your breeding a mare to her sire the foal will have a higher CIO. I've noticed that sometimes breeding a horse to it's site or dam can sometimes make the foal better, but other times worse
