To use the book go to your horse click "eval" click the book and then press evaluate.

It is as Chickbirdlady11 says.
To be quite clear, even if you own just the ONE book, you will still need to choose it for the evaluation to work.

Even I got caught on that the first time I tried.

And... To breed a shire, our help, wiki on breeds says that our shires are made by using the following recipe:
Forest Horse x [ Belgian x Friesian ]

There is further aid if you get stuck somewhere. Just let the community know.
