Barns Vs Paddocks

I've been starting to earn more money recently and have more foals coming in so I want to start upgrading my farm. I was wondering the benefits of barns versus paddocks and what is recommended.

Also my original paddock never seems to improve in grass quality, unlike the small one I just brought. Is there anyway to fix this?

It appears you've done it right. :)

Grass quality [should] improve throughout the 'year' as you cruise through turns. Spring and summer should show vast improvement (grass growth) and fall and especially winter will show very slow improvement (grass growth, aka quality). Generally, the reason that the field isn't regrowing is likely because you have too many horses in it, or you're mowing it.
Is either of those possibly the reason for your pasture not regrowing? If you've had NO horses in your pasture and it's still not growing back after 6 or more turns, then try to remove it from your farm and then put it back. See if it's still the same. If it still does it after that, it may be a bug and you'll have to jump over to the bugs forum and let admin know.

As for barns or pastures. Pastures allow easy feeding options for your horses. Overall, they cost less and also provide a supplementary income if you need it by mowing.
Barns are mainly used to control temperament and weight. These two items are most important for competition horses. If you don't have any competition horses, then you don't really need a barn immediately.

There is one side-note to this. If you're trying to breed horses away from the bombproof temperament and you can't seem to foal any that are not bombproof, then a barn could come in handy. By keeping both breeding partners (stallion and mare) in the barn, on corn at 100%, there does seem to be a greater chance to pop non-bombproof temperament foals. Don't know about the correlation, but some of us have experienced this.
