
Breeding New Breed
I've searched and read what I could find on this, and it seems it's partially random chance.
However it also appears (according to the forum) that if the foal is 4 star in the breed than it should have popped as the new breed?
I've been trying for an Irish Draught
with this mare
WAZ Dyna-Floof

and have had two pop 4 star the rest have been 3.
This is the latest WAZ River Dynamic

Is this just a case of poor pairings? poor RNG. Try something new or keep trying?

Okay, your goal foal req's are:
Height: 15.3-17.3
Body Size: 50-80
Type: 60 horse -70 pony
Your mare is:
17.2hh
22.95
50 pony
So your biggest problem is her body size. In order to increase your chances, you'll need to find a stallion that has quite a bit more size than she has. Figure (though this is not accurate), on a stallion that when averaging her and his Body Sizes together, you fall well within the Body Size that you need for the Irish Draught.
Also, take notice of your foal production req's. Are they all popping with heights well upward of the 17.3 max? Are they popping with a much heavier type than 70 pony max? If using different studs, this will help to inform you what your mare prefers to pop (what your mare's genes are actually hiding). So then choose a stud that has a value further than this (in the case of height, it's the easiest to offer an example, your mare's foals are well in excess of 17.3 hands, then instead of using a stud that's within the 15.3 req's, use one that's perhaps 14.0 hands or even shorter, to help pull your mare's foal's heights further downward... this is an example only...).
After looking at your latest foal drop, I'd say that height is an issue (current one looks to be about 15 hands). This is the reason, most likely, that this foal failed.
As reminders...
So, even a 5 star foal, will still have a flip of a coin whether it'll come up right or not.
4 star can still be the new breed, but they need to be close, usually JUST missing height or size.
Even 3 star can still be the new breed, but much less chance.
Personally, I think you've chosen a good stallion pairing. Especially seeing as he's already produced other Irish Draughts. If you can, I do recommend keep breeding back to him. And watch the foals, see if there's similarities in their req's.
Sometimes it takes quite some time.

It does help. Thank you. Though the flip of the coin is annoying, it is understandable I thought this one would be the one since it was just missing height. But I'll keep trying with this stud till I can't anymore.
At which point I'll launch plan b. (hopefully)
Though I suppose finding a bulkier Belgianxtb stud might work to breed a better standard Mare as well?

Putting all the eggs in one basket is cutting it a little too thin. What I mean is, if you have room to have a couple different pairs working for you, then by all means, have them. Some pairs, even if they don't req very well, might pop many, many more of the correct breed than a pair that req's perfectly. So, there might be something else written in the code we don't know about for chance percentage. In my opinion, it's probably the mare. If you cross her to another to produce her replacement, try to get that size up a tad. She is exceptionally close to what you need and should work with that stallion. So, yes, I agree with you that should be the way you go.
Keep in mind that many of the Tb and Belgian stock we have right now favors tall. So be aware of that and do some parentage research that they're not getting into that too-tall range. And also, most of the Tb's favor super lights, so check out the progeny of that stud you plan on using for the next mare replacement. Make sure they're not swinging too small in size or too much toward the Horse type.

I had noticed that when I was looking through some of the Tb's. I shall persist! Thanks for the help, I really appreciate it.
