Your friends list is found in your Settings drop down menu.
Click on Forum Settings.
Click on Friends & Foes tab.

You can add friends and foes from here.
You'll also see your friends and foes on this tab as well.
Friends appear in your PM area (when you can upgrade). You can also add friends and foes when looking at a player's profile (click on my name and it should take you to what my account profile looks like so you can see it).

The Forum Settings is found below the Help. You can also access this area by clicking on your little mail and clicking on the See All or the Settings.
