This is just fleabites, a normal part of the grey progression.

Yes.
The Gray Progression or a 'graying' horse, is a horse that has a coat (chestnut, bay, black, appaloosa) but has a gene called the 'gray gene'. This is a horse that will 'gray out' or 'is graying'.

Such horses will gray out to be entirely gray at some point of time. Some of them develop fleabites (where the horse's original coat comes through) and some do not, staying entirely gray. Some horse's will also gray out the mane, the tail, or both. Sometimes the mane or also tail will gray out first before the body. Sometimes the horse will keep the color of the mane or also tail well beyond the rest of the horse's coat has grayed. So you'll have a gray body with a brilliant red mane or also tail.
Many of these traits can be bred for specifically. :mrgreen:
