Where do I find these?
Also, do you get any money from rehoming?

You do not get any money from rehoming.
For the eval books, you go to the bookstore (under market).

For the Competition evals? The only books I see there is breed evals

Oooh yeah. I forgot. The competition eval books are a new addition to the game that is planned but still hasn't been added.
