Horse not gaining energy even at 400% feed

Hello! I have a horse who will not gain energy. I have him on hay, performance mix, sweet feed, and weight gain mix at 400% daily energy. Still everyday he only has 39% energy. Please help!

You are feeding him too much. Put him on 100% performance mix and 10% weight gain mix in a barn until he gets up to your desired weight then remove the weight gain mix and just keep him on 100% performance mix.
