Do you have proof to offer for this part here:

If there is proof of that, admin will need it (paste and copy, screen shot and email forward, PM forward, etc).

Also, the warning here might've already helped the horses to be returned. So you may also have a point that it might not need any more fixing.

Holding a horse for hostage isn't allowed on HWO. Selling a horse, the accidental sale of a horse, all of these allow the new owner to do whatever they choose to the horse. But false-service for the express purpose of holding a horse for hostage, like this appears might be the case, is against HWO rule. It's a fine line, so any proof you have to help settle the matter might be helpful. If the matter has yet to be fully settled.
