He feels very bad for lying about this and wants me to give out gifts anyway (why me I have no idea, he couldn't've asked a billionaire). I cannot purchase PT or player bonuses, and I have a very limited supply of money although you can still ask for it.

Things you could ask for:
Money (100k or less)
Free trainings from yours truly (max 5) -or- I will pay for trainings from one of the other trainers on HWO (50k or less per training)
Free grinders (max of 2) from my grinder business
Free custom bred foals from me I can do leopard, dapples, tb's, arabians, whatever you like
Free horse from the marketplace (under 100k)
Free studdings (as many as you like) to my 1:59 racer
