I'm curious what the appropriate stud fee would be for this stallion, what would you pay to use him?

I would pay 300k at the latest.

Personally, I think 300k might be a bit steep, but if I was looking for a stud with his qualifications, I might pay that for a single breeding to see what I get.
He seems to have good enough heart, but his scores aren't too competitive, so I'd say about half that, but he also comes down from some specific lines...

I'd say about 150 to 200k might be the sweet spot for him, balancing usage with pocketbook (180k?).

But I'm a cheapo and I don't stud very often, so my opinion might be heavily skewed.

I'd say 50k at most and only if you've got a right mare. To get a good foal out of him you'd need equally good mare and green movement (or any good movement) mares are very, very rare. Even with the right mare, his movement comment is not good enough and there's a high chance that foal won't inherit even this much. I wouldn't recommend.
If you're still looking to breed specifically for movement, try Trakehners. Some of them are really nice. Or start from scratch with NABs, I've done that before, it's a really long way tho.
