I am sure that IF they would sell him they would sell him for a price that covers the studding fee which, may I add, is 10 mil

As perhaps as many as at least 5 players have told you that hardly anyone would sell their Rhs for any price and you're better off with just breeding them on your own instead of trying to buy an RH that someone has already put the effort into breeding. When players tell you no, they mean no. That means that you do not pester them again about the same very horse(s) when told no. You are doing the very near equivalent of begging and even borderline of harassing. Do you get what I'm saying now?
