what does it take to be able to own more than 3 horses

Owning horses isn't linked to levels. It's linked to player skills. Go to player drop down, skills, Horse Ownership.
Start doing those lessons and make sure you click the button to complete them too, after the clock goes down to zero. Once you finish each lesson, your total owning limit will increase.

The tutorial should have walked you through some of the player skills learning at some point, so you should understand a little bit about how to get there and start the process.

Oh! I'm sorry you did get stuck. But it's great you figured it out.

Total horse ownership is 211 head. Right now, that's the most anybody can own on one account.
