Tutorial: Study First Course is still on my screen, and I have already done it several times.
It has been there for 3 months or so. This is the course:
Tutorial: Study First Course
Now that you are getting the hang of caring for your horse you can get ready to own another one. To own more than one horse you're going to need to study the horse management skill courses. Click on Player, then Skills, then Horse Ownership to find the first course called "Basic Horse Ownership I". Click on "Begin Course".

Objective: Begin studying "Basic Horse Management I, Level 1"

I think it is a new bug, because I went to the quest page (like it said in your guide) and it said Tutorial complete but the banner for the basic horse management quest did not go away and it hasn't for 3 months.

I looked into it more and I got it to work, thank you for your help. I am glad to have it finally changing to next quest. Thank you for your time!

We haven't changed anything with the quest system in a while. I suspect most of the problems people have are cache issues. Sadly with all the different browsers, ISPs, anti-malware and adblockers people use it's very hard to track down all the issues and have a consistent experience for all players.

Try these, it's an excerpt from Quick Start Guide For Newbies

Tutorial
The tutorial is designed to allow you to get the feel of the game and how it progresses. It will offer a lot of little extras as you complete each objective. It should be decently self explanatory and thus far has offered little to no problems. If you find yourself stuck, the community should be able to help. If you find an objective seems ‘stuck’, try clicking on the banner, clicking on the notification, going into your quests section (found under your player… look left), try emptying your internet caches and history. If these suggestions don’t work, you can try a different browser, or a different computer. You can also check to make sure you have inventory room (found under your player tab), purchasing a halter, applying a halter to a horse or even purchasing an adoption centre horse.

Often times, by visiting the quests page a couple times then giving it a few minutes and navigating to your farm or another page on the site, the tutorial suddenly starts to work again.

Let us know if the above fixes still don't work for you. We'll try to figure out what's going on.
