I'm going to remind you that not all players can post on the forums. They may be under the COPPA restriction that prevents them from posting in the forums and getting on chat (some of our players are under 13 years of age and there's a law, the COPPA law, that says that unless the player has a guardian's permission, that they can't post in the forums and/or get into the chat)

The answer to your idea is also no.
If they're under COPPA, or a law in their country that's similar, HWO restricts their ability for applying much of any type-written anywhere on the game, including the horses' names (they're restricted to the random namer). Even if they upgrade, they don't even have access to write a PM.

Just figure out a better way to protect your stallions. Until mare approval is granted to us, this is all we can do, in the end. I have also had it happen to me, so you're far from alone.

Yes, that's generally the accepted understanding. Your horse's direct offspring are part of your work, but the foals from them are... not. That is also how many of the senior players also handle the 'closed bloodline' understanding.
