He is. The darkness of mane and tail appear to be his tell. His body, those lower legs, resemble more of a flaxen chestnut base, but they can't be so easily paired with the black mane and tail. If they were, the mane and tail would be much lighter, or the legs would offer a darker shift, rather than a brighter shift. I suspect Sand Piper will become a flat bay.
There are a few other signs as well. Unless I have my information wrong (and things can certainly change), he does appear to have champagne freckles, as light as they are. Turkmene's don't have champagne from the AC. He also appears to have tiger eye, which is another gene that they don't carry from the AC. Or pearl, which is another potential gene that his color resembles, which again, turks don't have from the AC.
