Also, they aren't technically breaking any rules. If the horse is up for sale, they are allowed to buy the horse. You need to be more careful with how you transfer horses between accounts. Even if it's hard to transfer horses with being allowed only 2 horses up for private sale only, you can still use this

Hi, I'm sorry. I did not know that it was a thing that people had more than one account or that you transfer the horse that way... I have only been on the side for 1 day...
I will, of course, give the horse back, but can you explain why it was stealing?
And if there is a safe way for me to give it to you without it getting lost again?

If you have applied the horse for Offers Only, then you can only release the horse to the person you choose. I'd recommend that you only release the horse back to the the person that first posted: "NevaehT1963" and not just any account that says 'it was supposed to come here'. With the singular exception of NevaehT1963 directly posting to you which account it might have supposed to have gone to.
We are allowed 'two' accounts and we can freely transfer horses and monies between them. If you take a look in my quick links in my signature, there is in-depth information on some things, including the account ruling.
So this was a mistake on two parts, the original owner, for not putting the horse up for private sale only and perhaps you, IF... IF there was information on the ad that you happened to not thoroughly read.
