I'm not that good with colours… but I'd call that a chestnut blanket, and here's his confo:

It is generally a good idea to wait until a foal is a year old and has shed it's foal coat to confirm the colour. I tend to agree though, that he looks like he'll be turning bay with blanket AND tobiano - that's what causes his stockings. Some people (including me) call this combination of a white pattern and spots pintaloosa (pinto + apaloosa). So either bay pintaloosa or bay blanket tobiano.
