How will the registries for in-game breeds work? You mentioned they won't be created until there are a certain number of horses in that breed (100, like the adoption center?). Will players be elected as president, will breed standard changes require member approval, etc.?

Yes player will be elected to maintain the registry. Probably a small group of players instead of one single player and they will vote on any changes done to the breed standards. If the players in the game aren't happy with how someone is maintaining the registry then they will probably not get voted in a second time.
