Evaluation Clarification

I'm clicking along: working on my lines, evaluating foals, rebreeding ... and it's as if I read the evaluations fine print for the first time. For "Build," it says, "Build is a reference, but not a requirement for creating a new breed."

So, if my horses do not show a star for that criteria (assuming the other three are good), I can still produce what I'm looking for?
