It hasn't really skipped a generation. If you look closely, the dam has tiny tufts of feathering, too.

No, silver doesn't have any effect whatsoever on red-based horses. It will hide on chestnuts, palominos, cremellos, red duns, gold champagnes, etc. It only effects black hair. Feathering typically matches the color of the mane and tail, which would be white on a palomino.
