what do foals do in the pasture as mine never follows its dam

They will not. Once a foal is born, it's, its own horse here on HWO. You can sell the mare, the foal will magically still receive mare milk and grow up just fine.

The foal will eventually turn into a full grown horse. Click on the foal's name in the pasture and you'll be taken to the foal's profile page and you can do with the foal just like you can do with a grown horse.
