New Breed Creation

I am not talking in a new breed creation that is real in RL, like Lusitano or TWH.
Is it possible or it is going to be possible in the future for us to create our own breed?

I love tall horses I would love Belgian horses if they were not pony build.
I already started working on them.
My breed would have height between 20.0hh and 22.0hh, will accept 19.0hh minimum if mare.
Intelligence is a must and since I read that Intelligence is a green stat given then a horse can have max of 4 green stats right?
Green Intelligence a must and then dont care much for the others since I want a tall breed that excells in any discipline.
Medium Ligh - Light build
Because of the blood i am using light colors will be common and i will probably will have rought time breeding black and its variants.

My best example i bred is this botifull baby

I know www, the second finally hit 5 years so his final heigh is 20.2hh.
have several skyscrapers with me XD if i want to hit 22.0hh will have to start breeding my mares to belgians, goshhhh the pain it will be to get them to at least a medium light build :S
