Veterinarian, you have two basic options for the horse. Finish training and send back as per original agreement, or send back as is now within original agreement or if the original agreement doesn't have a clause for early return, then at a discount or for free. It is up to you how you want to handle it. As long as there are no issues, I would always suggest trying to fulfill the original agreement. It helps to uphold the community we have today and for the future.
As an aside, I always also suggest time-limits for every agreement.

Should I just contact them or put the horse up for offers and wait until they offer?

Just post it in a way that doesn't need a response... such as:
'Horse is ready for pickup, pickup fee is $10,000 firm. I will accept when the fee has been applied.'
There may be a follow-up thank you or something, but that doesn't necessarily mean that there needs to be a reply at all.
Of course, you could just put it up for offers and see if they're paying attention, then if you don't see anything after some time passes, then ping them.

I went and took a look for the last time Thoroughbred BR was active. It says they were last active on September 1st. So they haven't been on.
The Training Services account has the same last-activity date.
The Holding Services account is the same.
I stopped looking at that point.
It's left up to each of us to see what we will in this.
