What is the strange pattern on her withers area? Is she roaning?

It looks like she's a bay dun to me, the color at her withers is just something that can sometimes happens in duns. I think (and don't quote me on this) it's more common to see that marking in donkeys and such, but it can happen in horses too!

Your horse has a Tiger Eye beyond being Bay Dun
In real life, those markings are Dun characteristics. Every Dun horse has a dorsal stripe, but leg barring (zebra stripes on legs), shoulder barring (what you see on your horse), cobwebbing (zebra stripes on forehead and ear barring (zebra stripes on ears) is optional
Also, may I ask if you're a fellow Game of Thrones fan? Since your fillies sire is named A Song of Fire and Ice, and his dam is named Winterfell? (yes, I stalk)
