We can (as you may already know) make a recipe horse from two parents that don't meet any requirements for the new breed. HOWEVER, achieving that is pure luck or a LONG time of trying.
Your most likely failure is that the stallions are both WAY too tall. Breeding to the short mare 'Breed to Belgian' may offer you the new breed, but using the other mares will likely not offer you the recipe breed you're going for.
Many of us find better luck of balancing out height when we use a too-short stud with a too-tall mare. Mares seem to almost want to throw shorter then themselves and stallions almost want to throw taller, therefore mixing a taller mare with a shorter mare does seem to work better than mixing a taller stallion with a shorter mare.
My suggestion: find a stallion (similar in both type and style to your current) that's at least 15 hands, but doesn't cross 16.1. Otherwise, it's about flipping the coin.
I have gone through multiple generations of 4 and 5 star parents without creating the recipe breed (and I'm not the only one)... so sometimes it takes awhile.
