Why can't you re home horses that have alive children?

I don't know the answer for sure, it's just part of the game. If I were to put in a guess, it would have to be so that you can see a foal's pedigree in case anyone wants to see who the foal is descended from.

Yup, on a lot of horse games, removing a horse from the game would leave a gaping hole in its offspring's pedigrees. Much easier to only rehome horses with no offspring, and keep pedigrees all tidy and accessible. :D
