Not all of them will. However, those that come from bloodlines that throw other types of temperaments regularly, will have children born with bombproof temperaments that are changeable.
I did have some in the past, but apparently, I don't have any proof for you today.
Keep in mind, bombproof temperaments may take years to actually change, even on a straight sugar diet. But belief is actually experiencing it and I fully understand that. Not all bombproofs will change, but some can. I'll leave it at that.

This is correct.
To move the temperament toward bombproof, high fiber is the key (pasture), to move the temperament toward high strung, high sugar is the key (corn has the highest sugar).
It may take awhile. I had a horse that took a year and a half to move one temperament level. Great for keeping it stable, sucked for moving it. Some will move very willing, sometimes as quickly as a turn or two.
The only one that I've personally seen thus far to be stuck, is some bombproofs. That being said, not all bombproofs are stuck.
