American Walking Pony (I need help)

I need help creating the AWP. All help is welcome. I am willing to pay fees for stallions and mares.

The american walking pony is a long road.
I assume you're not looking to breed it from scratch, or at least, it doesn't sound like it.

I'll attempt to help you find what you're looking for, but I'm not offering to help you breed them (just so that's clear).

After a brief look at what's on market, the first thing I can say is that what's available to make this recipe horse are all too heavy with too much pony type.
After a look into what the requirements to make the recipe breeds used, there should be acceptable horses on market. So you will need to go back a recipe horse or two and work toward your walking pony.

In order to make the walking pony, you will need to find recipe horses that fulfill the following requirements:
13-14.1 hh
10-30 body size
75H-55P body type

To make the two recipe horses that make the walking pony, their requirements are not far off from this, so arguably, if you were to pop out those recipe horses on the first couple of tries, then by using the original foundations for each of those breeds, you could make the walking pony.

I've taken a look in your pasture named for the walking pony.
You have two tenn. walkers, both of which are too tall. The one otherwise should work for the project, the other has way too much body size, so he's likely to never pop a walking pony.
The welsh cross mare you're using to breed back to the breed you need, is again too heavy in body size, but not by much, but also fails in being too heavy for body type as well.

The welsh stud you're using for her to breed back to the recipe breed you need, is too heavy in both type and size. So unless you pop a foal that is very light on body size and a bit lighter in body type, you're unlikely to breed a walking pony in the next gen or two.
If you want to use these horses... there is a good way to do so, but it will take more breeding and more offspring.

Once you have the welsh breed (does not have to be purebred, but it certainly helps in this case).
For the tenn walker, find a grade mare from the market (or create one yourself), that is much shorter than them (actually, a 12 to 12.3 hh mare might work well), with a body size and type that are leaning or just beyond the lighter end of the walking pony requirements. Using her, you can breed a half-tenn walker that's much closer to, or even within the req's required for the walking pony.
For the welsh, find a grade stallion that is within (not outside of) the req's for the walking pony, but stay on the lighter side of the req's. You should produce a part welsh from that cross (if not, if a grade pops out, you'll need to breed another generation toward welsh, sometimes grades are a little finicky when breeding to non-purebreds).
Then by using these two created offspring that are much closer to the walking pony req's, you should have a much better chance of creating your recipe horse.

Just by breed the required recipe horses together, does not make the new breed, the foal must be at least 4 of 5 stars for the new breed to have the chance to become it. Even if it's a perfect score for the new breed, that doesn't mean it will be, it still just means it may be.
