I bred shetland into my tb's to bring down size for the Welsh Mountain Ponies, I have one that was 15in at birth. I just bred her to her sire and i'm hoping to get a pure tb this time. I did something similar I haven't gotten too far on it though, I was crossing back for lighter Shetlands as the main project, smaller TBs is secondary.
