I sold a horse to another account and they are selling the horse but I'm still getting all the offers. The horse is owned and being sold by the other account, but somehow i still see offers.

That happens to me, I think that is usual. If you bred the horse and then sell it and if the new owner sells the horse, you get a message about it.

Yes, this happens to me as well, although I did get (at one time) notifications for a horse being sold that I didn't breed as well.
It does not happen with all horses.
It does appear to be a bug.
There should be a bug post about it, but the more information admins have, the better chance they have of finding and fixing the issue.
