Fullbloods and Purebreds?

It was mentioned that crossbred horses could be used to introduce new traits into a breed. Does this mean we'll be able to breed up to purebred (mostly one breed -- 75%+ or something -- in livestock)? Will registries be able to regulate whether horses must be fullblooded (100% one breed) or at least a certain percentage of breeding for registry/approval?

Yes there will be part-blood horses. In the old game we had Mixed Breeds, Half Breeds (50%) and Breeds (+50%), and Purebreds (+95% I believe). There will be some slight changes in the new game as Mixed Breeds and Half Breeds will be combined into just Mixed Breeds. Registries will be able to regular which horses can be registered.

Will we be able to define some cross/mix breeds as fullbloods, like the APHA does for Paint - TB/QH crosses?

The plan is to include this, yes.
