I know I can't send PM's without a Premium, but can I read them without a premium, if it is in game mail from a quote in forum, report status, or etc?

PMs cannot be sent to a user without the PM upgrade.

Ohh now it makes sense.. I went to send a PM to someone about a horse they had for sale, and couldn't believe there was no PM button! But I see it is an upgrade.. I'll do w/o it for now
