It's 100% a Silver Bay. And I also don't think the pangaré/mealy is going to stick once it gets older, but you won't know for sure till it turns about 1.
This girl here is a Silver Mealy Bay

Her baby pictures look like all the other bays, but her under belly just never gets darker like the rest of them.
Here are some examples of Silver Bays (some have sooty/metallic on them so keep that in mind) if you want to see what it could potentially look like, and because it has the lp gene, it could very well varnish out too.

all/most of my foals are born like this, I like to breed them because of this, they then become bay once they mature and after hitting about 6 years of age start to slowly grey until they are completely dark grey horses like this one who is now Ꮯℬ Sunset
like that.
if you check gallery she was a lot like yours to begin with and she will only get more grey with age.
i dont actually know what colour to give any of my horses cos its constantly changing
