I think a judge is a good idea, but perhaps unnecessary. I also think an hour might be too long. 30 minutes might be a better consideration, but for the test-run of the contest, it's a good start.

I see no reason that the trainers can't use a freeze account to shift horses for training themselves, if they have that available. It would be quicker for them, they wouldn't need to depend on another person to be paying attention. But for those that don't have a freeze available, a judging account is good...although, I'm thinking of a leeway time for those that require or want to use a judge account. They won't need to worry about having enough horses on-hand, but will face a time deficit that the single trainers won't have.

Also, I'm not sure about needing to worry about each training fee of the horses. It would be nice, but they'll probably already be paid by the horses' owners. Plus, if they choose to use their own horses, there's always the sale of each one as grinder-fodder. So I think an overall participation allowance is much more fitting. Although, instead, they can choose to sell their horses to the contest after training for that minimum fee instead of that participation allowance. That would offer a choice for them.

As for the timing of the contest itself. I would suggest an overall manager (or managers). The contest doesn't have to be run at the same time. It can take place over a two day period, with a couple or a few managers that can watch over the participants when they come online and can participate, that way anybody in any time-zone can compete.
So when they're ready, either the judge or the manager makes note of all the available foals by ID # (and not horse name) in a post. Any 'edited' posts will lead to a disqualification... just post another one for ID # corrections. In fact, in this instance, even the participant can jot down the ID #'s. They're given a start time, with one foal pre-loaded just before time-start. Then off they go. When time ends, they can finish the current horse loaded and that will count as their 'last trained'. Should they train more than one at a time and time ends, only one of these horses will count.
Those're the thoughts I was considering for the contest, some before and some considerations after reading yours.

You should also make note of the 99%, each stat minimum, or your chosen minimum.

I am willing to donate a special-bred from my competition line (my private one, not the Lp Tb) as a 'bigger prize', if you want. :) I can offer it as a newborn, fully trained, or fully trained with testing complete. I'm even willing to offer up to three of varying parent choices and statuses (newborn, trained, trained & tested). Just let me know if you want that and what. For now, though, this offer is only for this first contest. I don't know where I'll be for the next one. :P

So then do I need to find the judge or...
I could team up with you and I could be the judge

Oh, that is smart! I guess, if you have a frozen account, that could be an option. But if you don't... take the judge!
